The Board of School Directors of Albert Gallatin School District voted at its public meeting held on August 14, 2019 to accept the Fact-Finding Report issued by Michelle Miller-Kotula, the state-appointed Fact-Finder, in connection with the negotiations between the District and the Albert Gallatin Education Association, PSEA-NEA, over a successor collective bargaining agreement for the District’s teachers. The parties have been negotiating since January, 2018.
The Board’s vote to accept the Report on August 14 followed the Board’s earlier vote on July 31, 2019 to accept the Fact-Finder’s Report. Under the law, the Association must also vote as to whether or not to approve the Report. The Association previously voted to reject the Report. If the Report is approved by both parties, that Report becomes the new collective bargaining agreement and the negotiations end.
“I believe the Report is fair and pays reasonable raises to the District’s teachers while giving the District and community some much-needed language changes which will improve education,” said Chris Pegg, the District’s Superintendent.
The Report provides for the following:
= Salary
increases as follows:
2018-2019 (retroactive): 3.0% raise
2019-2020: 3.70% raise
2020-2021: 3.57% raise
2021-2022: 3.02% raise
= Health
insurance through the Allegheny County School Health Insurance Consortium with
a PPO or EPO option and premium contributions set at $65 per month for
individual and two-party coverage and $90 per month for family coverage for PPO
and $30 per month for individual and $70 per month for family coverage for the
EPO.
= A
meeting period held one time per week during every week except for six (6)
designated weeks during the school year. During that thirty (30) minute meeting period, teachers will meet to
collaborate to improve instruction through data analysis, cooperative planning
and other educational activities.
= An
additional three (3) hour period from teachers at the start of each school year
for meeting parents and discussing curriculum.
